I want to ask you, if there is a way not to need certification to export to Russia. My question is if possible for a product, when the quantity to be imported in Russia is less than five thousand pieces per year, not to need certification? My product is packaging for herb drinks, such as tea, chamomile and peppermint.

It does not depend on quantity, if you want to export something to Russia, conformity documents are required. In this case, the declaration of conformity according to CU TR 005/2011 “On safety of packaging” is required. Declaration is issued for declarant from Customs Union (Russia, Belarus, Kazakhstan) for 1-5 years, based on test protocol.
