Zertifizierungssysteme

 Erhalt der Bescheinigung kann auf verschiedenen Wegen sein:

auf die Produktion von kommerziellen Produkten;
auf Sendung;
aus dem Vertrag.
Am Zulassungsbescheinigung für die Serienproduktion im Dokument müssen unbedingt die Protokoll-Nummer zuvor durchgeführten Stichproben. Diese Regelung ist geeignet für importierte und für inländische Erzeugnisse. Gültigkeitsdauer von einem solchen Dokument kann dann je 1-3 Jahren.

 Certificate of Conformity für viele Produkte können ohne die Anwesenheit des Tests erhalten werden. Aber das Dokument muss das Datum und Rechnungsnummer. Es ist wichtig zu erkennen, dass im Rahmen einer solchen Regelung, das Zertifikat gültig ist nur für eine bestimmte Menge von Produkten. Ausgestellt ein solches Zertifikat GOST R mit offenem Datum. Welche benötigt, um importierte Produkte zertifizieren

Am russischen Zoll

Produkte, die in Russland unterliegt der obligatorischen Zertifizierung auf der Grundlage der russischen Gesetzgebung und Entscheidungen der Kommission der Zollunion erfordert Konformitätsbescheinigungen und Konformitätserklärungen oder Ablehnung Buchstaben oder sonstigen zwingenden Genehmigungen für Fracht über den russischen Grenze oder die Zollunion.

Таможенный Союз: изменения в системе сертификации

С 1 июля 2010 года законодательство Таможенного Союза (ТС) стран Белоруссии, Казахстана и России снесло существенные изменения в систему сертификации продукции, ввозимой в РФ и выпускаемой для реализации на ее территории.

Список продукции, требующей сертификации на основе законодательства ТС, подлежащей санитарно-эпидемиологическому надзору на границе, содержит Решение комиссии ТС № 299 от 28.05.2010 г. В соответствии с ними на виды товаров, которые могут нанести серьезный вред здоровью потребителей при несоответствии показателей безопасности и низком их качестве, требуется оформить Свидетельство о государственной регистрации Роспотребнадзора. На значительный перечень продукции необходимо получить Экспертное заключение о соответствии санитарным требованиям ТС, там же — в Роспотребнадзоре.

Комиссия ТС ввела в обращение единый сертификат соответствия для стран Союза. Перечень продукции, которая подлежит оценке соответствия требованиям законодательства ТС, установлен Решением комиссии № 319 от 18.06.2010г. В настоящее время сертификаты соответствия на продукцию ТС и декларации о соответствии ТС можно заменить аналогичными действующими в странах Союза национальными разрешительными документами.

Das Volumen der Ware in diesem Fall geliefert wird nicht in einem einzigen Vertrag begrenzt, und dass das Zertifikat ein bestimmtes Datum es abläuft (term Zertifikat 3 Jahre) hat.

Wenn ein Zertifikat der Übereinstimmung wurde für einen Vertrag oder produzierender ausgestellt und ist ein “Zertifikat der Vertrag” oder “Zertifikat für die Partei,” dass die Einfuhr nach Russland nächste Charge von Waren des gleichen Herstellers (und der Name des gleichen Importeur) würde ein Zertifikat für einen neuen Vertrag zu verlangen. (Gültig Laufzeit des Zertifikats – nicht mehr als 1 Jahr). Ohne Genehmigung Fracht überquert die Grenze zu Russland.

ГОСТ Р – основная система сертификации

Обязательная сертификация продуктов питания и сертификация одежды и обуви для взрослых, например, в РФ необходима в форме декларации о соответствии товаров.

Получение сертификата на продукцию в системе ГОСТ Р является также обязательным для тех видов товаров, для которых введены в России Технические регламенты (число действующих регламентов -16). Для каждого вида продукции соответствующий регламент содержит требования безопасности, разрешенные формы оценки соответствия, порядок получения декларации соответствия или сертификата на технический регламент, допустимые схемы оценки соответствия.

The Customs Union: changes in certification system

Registration of certificates for import to the Russian Federation

To issue the certificate of conformity or the declaration on production it is necessary before crossing of border ofRussiaby it. If the foreign producer has assessment certificates compliance of production obtained in the country (goods manufacturer's certificates of origin), they are recommended to be provided in the Russian certified center.

If between the country of the importer and theRussian Federationthere is a bilateral agreement about mutual recognition of certificates of quality or protocols of laboratory researches, it can significantly simplify procedure of registration of the certificate inRussia.

If the manufacturer's certificate of origin of goods is issued in structure which passed accreditation of Gosstandart (Rosstandart), the Russian certificate of conformity can be issued without new tests of production on the basis of the foreign certificate. This, so-called, evidence of recognition of the certificate. The foreign structures having the Russian Certificate of accreditation, for example, the following: "TSE"Turkey, "DEMKO"Denmark, "Stiftung Warentest"Germany, "KEMA"Netherlandsand others.

 If the Russian certificate of conformity is made out on the foreign manufacturer and is "the certificate on the producer", on it production sent to the address of various Russian importers can be imported. The volume of delivered goods in this case isn't limited by a framework of one contract, and the certificate has a certain expiration date of its action (certificate term till 3 years).

If the certificate of conformity was issued on the contract or single production and is "the certificate on the contract" or "the certificate on party", when importing toRussiathe following consignment of goods of the same producer (and addressed to the same importer) will need obtaining the certificate on the new contract.
